8. RATIFY APPOINTMENTS TO PUBLIC
OUTREACH/COMMUNICATIONS AND RULES AND REGULATIONS REVIEW COMMITTEES

SUMMARY:
At the request of Chair Edwards, the Board will consider ratification of
appointments to the Public Outreach/Communications and the Rules and
Regulations Review committees.
At the January 29, 2004 Board meeting,
the Directors ratified appointments to the Administrative and Water Demand
committees. The Board deferred taking
action on finalizing formation of the Project and Environmental Review, Public
Outreach/Communications, and the Rules and Regulations Review committees until
further discussion could be conducted on the role and responsibility of each
committee, with the possibility of consolidating one or more of them. A complete discussion on the role and
responsibility of each Board committee is schedule for April 19, 2004.
The purpose of appointing these
committees now, is that District staff needs input from the committees in order
to proceed with completion of current priorities. The Public Outreach/Communications Committee must review draft
text of the FY 2003 MPWMD Annual Report before it is presented at a public
hearing on March 15, 2004. The Rules
and Regulations Review Committee should be prepared to take up any issue that
could arise between now and April 19 that relates to changes in the District
meeting rules, the MPWMD Rules and Regulations, or some administrative
processes. For example, the Rules and
Regulations Review Committee would have been the appropriate committee to
review draft Ordinance No. 112 rescinding ex parte communication rules.
Attached as Exhibit 8-A is a description of the Public
Outreach/Communications and the Rules and Regulations Review committees and
names of proposed appointees to those committees. If the Board ratifies these committees, staff can begin working
with them immediately on time sensitive issues. At the April 19, 2004 meeting, when a comprehensive discussion of
the committees is conducted, the Board could dissolve, consolidate, or
establish new committees.
RECOMMENDATION:
Ratify appointments to the Public Outreach/Communications and Rules and
Regulations Review committees.
